The difference

Sagnarelli vs Maltagliati

Both are flat sheet-cut ribbons, but sagnarelli are neat rectangles with fluted crimped edges, cut with a fluted wheel, while maltagliati are plain irregular offcuts. The crimped edge and the regular cut separate sagnarelli from the scrap-cut maltagliati.
